COL William Rochelle, USA (Retired), Chair
Colonel (Ret.) Bill Rochelle is currently retired from both his civilian and military careers. He worked as Plant Manager and Operations Managers for several large manufacturing companies. His 30 years of service in both the USMC and NJ National Guard, culminated as Commander of the 42nd Division Support Command, NJ Army National Guard. COL Rochelle commanded the support brigade in theater during Operation Iraqi Freedom III in 2005. Bill is married with two children and resides in Brick, NJ.
CSM Michael Martin, USA (Retired), Vice-Chair
Command Sergeant Major (Ret.) Michael Martin served as a member of the Regular Army and the New Jersey Army National Guard. He retired from both the National Guard and NJ Transit in 2004 after 35 years of service. Mike was appointed as the Vice Chair in 2024 and the chair of the Grants Committee in 2023. He lives with his wife Marlene in Manasquan, New Jersey.
Diane Wirkus, Treasurer
Diane is a seasoned accounting professional with a Bachelor’s Degree in Accounting from Seton Hall University. Over the past 20 years, she has built an impressive career preparing financial statements for a variety of corporations, showcasing her expertise in corporate finance and reporting. Now retired, Diane continues to lend her skills to the community, serving as Treasurer for the Celebration Singers and working part-time at a local community preschool. Appointed as Treasurer of the National Guard State Family Readiness Council NJ early 2025, she is dedicated to ensuring the council’s financial health and supporting its missions to assist New Jersey Army and Air National Guard military members and their families.
Jane F. Kelly Esq., Corporate Secretary
Jane F. Kelly is an attorney and has held leadership positions in both the governmental and private sectors, most recently as Vice President, Corporate Governance & Legal Affairs for an independent state authority. She has served as the National Guard State Family Readiness Council (NGSFRC) Corporate Secretary since 2006. Jane is married to COL (R) Gary Brickner, USA, a physician who served in the New Jersey Army National Guard Medical Corps as Brigade Surgeon and, who has been deployed three times in support of Operation Enduring Freedom (OEF), Afghanistan and Operation Iraqi Freedom, Iraq. Jane’s experience as a military spouse and understanding of the challenges faced by military families during deployments and generally has resulted in an enduring commitment to the NGSFRC and the support that it provides to the men and women of the New Jersey National Guard.
